Roundabout update
We’ve had three vehicle accidents this week caused by drivers on Hillsboro failing to yield to traffic already circulating through the roundabout under construction. Several factors may be contributing to this, including the current construction-phase layout, unfamiliarity with the temporary traffic pattern, and limited visibility of yield signs at night.
We have contacted Broward County and requested additional lighting in the area, specifically to illuminate the traffic signs; while construction is underway. Contractor has been directed to make improvements.
In the meantime:
1. There is an active construction zone at Hillsboro & Mecca. Please slow down.
2. Obey all yield signs and posted traffic instructions; they’re there for everyone’s safety.
3. Construction will occur in multiple phases, so expect changes in traffic patterns as work progresses.
4. Take a moment to learn how to properly navigate a roundabout, both during construction and once it’s fully completed.
5. Roundabouts are a significantly better option than traffic lights; they improve traffic flow, reduce serious crashes, and cut down on congestion.

The board would like to state the following facts regarding the Estates Lake Fountain which recently became inoperable. The management company has been working on this issue since the first day they were notified.
September 12 - Email from Dan Haim sent to Hector at Real Manage that fountain was not working - email was sent to the wrong email address
September 16 - Follow up email from Dan Haim sent to the correct Real Manage email address
September 16 - Real Manage contacted our vendor, Allstate Resource Management (Allstate), regarding a quote for the fountain repair - Allstate informed us they could not come out for a few days due to rain.
September 19 - Real Manage Followed up with Allstate and was informed that one motor had failed, (the fountain has 2 pumps/motors) and would submit a quote.
September 24 - Real Manage followed up with Allstate for the quote.
September 26 - Received quote for the one motor replacement including labor for $2595 plus tax
Since the quote seemed high, the Board asked Real Manage to get additional quotes from two other vendors to make sure Allstate was competitive. In addition, we also asked Allstate why the motor failed so quickly, as both motors were replaced less than 3 years ago, we were informed that the seal had failed
October 7- Management seeking competitive quote from another vendor (Solitude)
October 8 - Management followed up with Solitude
October 13 - Management contacted another vendor Florida Fountains for competitive quote
October 16 - Follow up with vendor Solitude - no response - Follow up with Florida Fountains
October 24- Management continued to follow up with vendors
October 27 & 28 - Management followed up via email with Allstate and the other two vendors neither of which wanted to quote on the repair. One more vendor was contacted - Broward Pump - they also did not want to quote on the repair.
October 29 - Ordered Motor with Allstate, asked for an approximate start date.
October 30 - Allstate informed us that the motor was on back order and was 2-3 weeks away, then would schedule the installation when the motor was received.
PLEASE ALSO NOTE THE FOLLOWING:
According to Pine Tree Water Management Engineer- All of our lakes are inter-connected and Pine Tree can only drain our lakes, but cannot put water into our lakes when they get low. All of our street water from rain drains into our lakes.
Allstate manages our lakes through our Master Association (Terramar), they test our lakes according to State standards, spray for pests, control algae, and re-stock with fish once a year.
Allstate also stated: While the fountain does help with water movement and minimal aeration, it mainly serves as an aesthetic purpose rather than directly improving water quality. If the pump is not replaced right away it will not cause any serious issues with the water quality of the lake.
There are several lakes in the Ternbridge community, and with the exception of the Estates lake, none of them have a fountain and there have never been any issues with those lakes.

Major Traffic Pattern Shift on Hillsboro Blvd. at Mecca Blvd.
On Wednesday, September 17, Broward County shared that as early as this Friday, September 19, traffic will shift into a roundabout pattern at the intersection of Hillsboro Blvd. and Mecca Blvd. According to Broward County, those traveling the Hillsboro Blvd. corridor will also see new construction activity at Mecca Blvd. as early as Thursday, September 18, and major equipment is scheduled to move into the area on Sept. 23 and 24, for road widening work.
Stay alert and be aware of traffic pattern shifts in the area.
Travel with caution and remember to yield to pedestrian traffic along Hillsboro Blvd.
UPDATE - AUGUST 19, 2025
Today the board met with the county, the city and contractors regarding the upcoming roundabout project. I am happy to report that the project plans have been reworked and will now allow ingress and egress to our community during the construction. Hillsboro Blvd will also be accessible, there will be some lane closures but there will be no full closures as were originally planned. The work is scheduled to begin on Tuesday, Sept. 2nd. There will be flyers provided by the county which will be distributed to the community advising of lane changes during the project. We would like to thank all the homeowners who emailed our concerns to the county and city. The board appreciates your continued support.
UPDATE - AUGUST 13, 2025
We will be meeting with the Broward County Highway Director next week along with the city and the project manager. Parkland Mayor Walker called me yesterday and assured me that the Hillsboro entrance/exit will remain open during the construction. I will provide more details as I get them. NO MORE EMAILS NEED TO BE SENT AT THIS TIME.
UPDATE - AUGUST 11, 2025
I am happy to report that the county is looking into an alternate solution to closing our entrance/exit. I will report back when I get more info. For now please stop sending emails.

My name is Neil Hantman, I am the Vice President of the Ternbridge HOA. I am writing to you on behalf of our community regarding an upcoming Broward County project.
With only a 10 day notice and no advance notice, it has come to our attention that the roundabout project on Hillsboro Blvd. adjacent to the entrance of the Ternbridge Community will begin on Monday, August 18th. The project manager from HBC Engineering came to the front guardhouse Friday morning, left his card and informed the guard on duty that their intention is to close off our Hillsboro entrance completely (entrance and exit) during the project. I contacted him immediately and we met Friday afternoon. He informed me that the construction on our side of Hillsboro Blvd would take 70-90 days and confirmed that the entrance and exit would be closed during that time. This was the first communication we’ve received regarding the project.
The complete closure of the Hillsboro entrance/exit during this project is totally unacceptable and would disrupt the communities basic functions including, but not limited to, vendor access, service personnel, deliveries and school bus routes. At least one side of the Hillsboro entrance/exit needs to be open during the project. There should be no reason why a plan for traffic flow can’t be implemented allowing at least one side of the entrance to be accessible, switching back to the other side as the project moves forward..
It appears that HBC Engineering and their contractors did not give much thought to accommodate the community, expecting us to simply use our rear entrance. In fact, the project manager asked to meet at the rear entrance so he could see the conditions, so clearly it seemed like it was his first visit there. The rear entrance of the community is unmanned and is not set up for truck or bus access, it only allows one standard size vehicle at a time by means of a trap sequence. Using it as a sole entrance would also cause a backup on to Parkside Drive which has already been disrupted by the Loxahatchee Road project currently in progress.
HBC and their contractors should be instructed to create a viable traffic flow solution before the project commences. On behalf of the Ternbridge residents, we would appreciate your assistance in this matter.

At least one side of the entrance/exit would need to be open during the project. The rear entrance of the community is an unmanned entrance and is not geared for truck or bus access. Using that as a sole entrance would also cause a backup on to Parkside Drive which has already been disrupted by the Loxahatchee Rd project already in progress.

On Friday August 8th the Project Manager for HBC Engineering dropped off a business card at the front gatehouse informing the guard on duty that the Hillsboro entrance/exit would be closed during the project. This was the first communication we have received regarding the project.
We will amend this post as I get more information.
ATTENTION TERNBRIDGE HOMEOWNERS
With less than 2 weeks notice and no advance notice, it has come to our attention that the roundabout project at the Hillsboro Blvd. Entrance will begin on Monday August 18th. The project manager showed up at the guardhouse Friday morning, left his card and informed the guard on duty that their intention is to close off our Hillsboro entrance completely (entrance and exit) during the project. I contacted him immediately and met with him Friday afternoon. He told me that the project on our side of Hillsboro Blvd would take 70-90 days and confirmed that the entrance and exit would be closed during that time.
We feel that this is totally unacceptable, it would force us to use the rear entrance which is not set up for the daily car and truck traffic. We would also have to do an alteration of the rear guardhouse which has been used for storage and has not been active for many years. In addition, the current rear entrance gate and swing bars would need to be modified in order to allow trucks to enter the community.
I intend to call the main office of the project manager on Monday morning and express our objections to this closure. I have also been in contact with Parkland Mayor Rich Walker who assured me that he would have his staff contact the county on this matter.
With all this being said, we are suggesting that all Ternbridge HO’s get involved by calling, or going in person to the Parkland offices as well as other entities. I will be researching who the contacts are at the county and elsewhere and will be posting more information as it becomes available, at which point we will make more recommendations as to our course of action.
